You can pull everything out while the tank is installed. In fact, there's only one opening to get anything and everything out regardless if the tank is installed on the car or not. My suggestion would be to use a hand pump to get as much fuel out of there before sticking your hand in, (after disassembling the pump and removing the boot). The stock baffle is in two peices. The bottom comes off and then you can gently squeeze the rest to remove thru the opening. There's a handful of parts in the tank, so make sure you get a good visual of how everything goes back in.
