Try running the motor without 1 or the other belt and see if the noise goes away. You can run the motor for a while (especially when it's cold) without the water pump. If the noise is coming from inside the motor you will know it when you take both belts off. Not likely or you wouldn't hear it so clearly. Maybe the belt for the alternator is hitting the fan or maybe the fan is loose. Could make the noise you are trying to describe. Check the alignments of the belts.
