This could be several things but the first thing that comes to mind is the ignition switch. Not the key lock mechanism but the actual electrical switch behind it. The symptom you explain is common of the switch. But, you have to disconnect it and perform some tests to isolate the problem. I would start performance testing at the start inhibit relay. Does the ignition switch activate it every time? Does the relay send power to the solenoid every time, etc., etc?
