This sounds about right. I don't think there's anything wrong with buying a car that is in need of some work, just be sure you know that ahead of time. I remember when I first found out you could buy a car over online services such as eBay I said "what?!?! How can you possibly verify the car, drive it, etc.?". Well, you can't, unless you want to go visit the car in person, which you should obviously do when making a large purchase such as this. Your car sounds much like my own, when I bought it a couple years ago. It had been sitting in a garage for 13 years with no use, the inspection sticker was from 1992. And I can attest to the fact that it was, and still is, a lot of work. But I of course bought it with that in mind and knew what I was getting into. I don't regret my decision, I get more satisfaction out of driving a car that I put hours upon hours of my own time into and have taken the responsibility of putting back on the road.
