3M has a product called Duramix that is designed for repairing and bonding urethane bumpers/parts. It's a two-part urethane that requires a special double-barrel "caulk-gun" to apply. The problem is that a tube of the stuff is like $40 and the gun itself is $50. So you'll end up spending nearly half the cost of a new one just to fix the old one and there's no guarantees it'll hold. Maybe someone else has some ideas.
