Just Dashes also will recover the binnacle or any other part of the dash. I have not seen one of their recovered Delorean parts, but I have seen other parts done by them and their work is excellant but pricey. They use better materiels than the original so they claim the recovered parts will last a lot longer. When they recover a part they also replace the foam. The problem is the underlying foam splits, that is part of what causes the vinyl to crack (besides age, sunlight, heat, UV etc). If you just recover the binnacle it will soon tear again. BTW stretching the vinyl cover too tight only encourages tearing. I mention all of this because it is VERY difficult to recover the binnacle properly and have it last.
