If one hits a (big) truck, both vehicles going 55mph, then after the collision the truck will still be going 55mph, the Delorean would be going the same direction as the truck, opposite direction it had been going previously. It would be like hitting the hypothetical brick wall going 55mph, when the brick wall was also moving at 55mph. The deceleration experienced by the Delorean would be from 55mph to minus 55mph, or total of 110mph. Same thing as hitting a stationary wall while going 110mph. Police officer was right.

This does not change the fact that 2 equal weight cars colliding at 40mph will be the same as one car hitting a wall at 40mph. In both cases the car is stationary after impact, at the same spot it would be whether it hit a wall or its 40mph counterpart travelling in the opposite direction. Deceleration is the same.

I disagree on this. 2 cars traveling at 40mph hit each other would be  
an impact of 80mph because they are both moving at 40mph.
  I had a friend killed on a 55mph impact, he drove under a straight  
truck traveling at 55mph. The police officer said the impact was  
around 110mph with both vehicles traveling at 55mph.
