This is the highest valid VIN number put on a factory assembled car. But I think reports from DMCL workers have indicated that it was not, indeed, the last car built. It was a car that was completed, and Consolidated said something to the effect of "hey, let's put this spare set of gold panels on this car here and then give it the last VIN and raffle it off".
