That hose taps the return line. If the end of it is below the level in the tank, it will siphon from the tank until reaches where the end of the little hose is. You can stop the siphon by raising the end of the hose, but it will start again if it slips back down. And when you grab it and try to clamp it in a hurry, gasoline runs down your arms and burns your armpits. That's not funny.
