I'm with Dave - it is probably a ground and probably the one at the frame that is attached to the trailing arm bracket. It starts to roll and movement sets in at the bolt. Some times those bolts will corrode and you will not be able to tighten or loosen it (i.e. you just think it is tight). Twist or cut it off and start over. In any event a new bolt is a good idea.
