This is an "old timer's" trick to replace the valve seals without having to pull the heads. It keeps the valves from falling into the combustion chamber. I have not heard of it being used to hold the crankshaft from turning but I guess it can. There are enough other, better ways to loosen the pulley nut so this tip is not that good an idea.
