It really depends on the amount of rust and location. As long as the issues are cured before they become major, I think scrapping the entire car is probably a little extreme. Now if the frame has portions rusted completely through, then yes.. I could agree then, though even decent condition frames can be had without too much trouble if that is the only major thing wrong with the car.
