My guess is your Lambda is dead so the PO turned up the mixture and fiddled with the brass screws to get it to run. See if the frequency valve on the right hand valve cover is buzzing. If it is not you have to get it running before you can begin to adjust the mixture. You could also have "issues" with some of the other systems like the idle motor. You will have to check them out, one-by-one. As you go along you have to find and fix any vacuum leaks.
