Ben.. It looks like this guy is a first time seller.  All his feedback  is 
for buying.  I'd suggest giving it a few more days as he maybe confused  since 
he is a first time seller.  He also held the auction in Canadian  funds which 
are worth about $1.30 per c1.00 or thereabouts so he may be having  problems 
that way.  I do not think E-bay will step in until 30 days have  passed.  All of 
his feedback in the past has been as a buyer.  
    If only people would live up to contracts.
