Duke, Wow your relay compartment really looks dusty, and yes you really should properly fix the RPM relay circuit. It looks like someone either didn't understand how the cooling fan circuit is supposed to work or didn't want to spend the time and effort to fix it properly. I hope that the relay sockets are screwed into the bracket and that the picture was taken after you recently unscrewed them to do some work.
