I was having a similar problem but it was because of a mixed up ground that plugged into the light. I would assume this is a ground issue, and would pull the lights and clean the ground contacts on the housing. I am not sure where the lights ground to the car, but would assume it is behind the rear wall above the relay compartment where it seems many interior components are connected to ground. I cleaned mine due to tach issues, and it was pretty oxidized.
