Check with your insurance agent.  Depending on what type of 
insurance you are getting and what company, they may make you get an 
appraisal.  If not I'm sure your agent could find you a vehicle 
appraiser.  The other option, is you could check with your local 
parts dealer (you'll need to get to know them anyway after 
purchasing a 23 year old car) and ask them if they know any vehicle 
appraisers.
