When you have the tank filled to the proper level and the cap installed, try squeezing one of the rubber lines that connect to the water pump [the one on the right works better]. While doing this feel and hear if there is any air coming out of the overflow nipple. This was my case, it means your cap isn't sealing and there's no pressure being built in the system.
