Dave. Sounds like your relays are sticking on. Look up the two relays (low beam relay and high beam relay) and remove them both. This will act as a good central point for trouble-shooting the problem. It the headlights do not go on at all then you can measure at the sockets for the two relays to see if power is getting to them under the appropriate conditions (headlights on, high beam or low beam).
