Roy, See my many previous posts on the cat subject. Illegal or not, removing the catalytic converter provides minimal performance gains while increasing emissions. We don't think too much about it, since the pollution is "invisible", but it's no different from flushing your used oil down the toilet, or leaving old batteries by the side of the road.
