The fuses do wear out...when they are chronically overheated. My #7 fuse disintegrated when I tried to pull it out. I've also cleaned them before with abrasion, but this makes them thinner (and thus looser). In essence, the DeLorean electrical system was under-engineered, such that additional resistance from tarnished or loose connectors is enough to make things melt. Cleaning the electrical connectors and ground points is part of regular maintenance.
