The plate was always meant to be up on the bumper, which is why many cars have the factory bracket installed there. Grady and Hervey sell the stainless license plate holder, which holds the plate up along the bumper without needing to drill any more holes in the car. It uses existing bolts. I think putting the plate in front of the radiator is a bad idea if you drive your D a lot, it appears to block a lot of airflow as you mentioned.
