I should hope he has the fan shroud! Otherwise what is holding the fans in place? I was guessing he was referring to the shroud that goes in FRONT of the radiator. In any case you need it all to work correctly. It is likely that the relief valve is fine. The most likely expalnation would be the hose and it just got old.
