Yes, i'm refering to the u-joints that connect the steering colum to the rack.  I am aware of the bolts and no, they are not in the way.  I understand how it needs to go on and connected,,,,i just can't get it connected.  The splines are good and clear.  There just isn't enough room to get it on the rack.  It almost seems like I have to come at it at an angle, but then the splines would get stripped.
 
I'll keep trying.

have to remove the bolts in the u-joints so they can slide up and
down. Once installed you put the bolts back in and tighten them up.
You have to line up the steering wheel to the straight-ahead position
with the wheels straight. You might have to clean the splines up so
everything slides easily.
