...because I made the compilation, the disc is my own creation.
If he wants to collect public domain footage, edit it, clean it, remaster the audio and make a DVD then go ahead - don't take my work and duplicate it.

This is the same methodology of the prop making world.
Anyone is allowed to use reference photos from the original props to make reproductions, but if you took someone else's reproduction and made a copy-casting of it and sold that then that is against the rules".  The "rules" is simply the "honor among thieves".
