[DML] A/C 3rd Fan Speed

Question to group,  my 3rd fan speed swicth blows as if it is in low speed, all the sudden!  
All other speeds work fine(1,2,and 4).
 
Does that mean my 3rd fan relay behind the pax seat is bad?
I believe I replaced it once before a couple of years ago.
