Have you checked the upper suspension bushings? Collapsed bushings could account for that much negative camber - but, I would expect the problem to be somewhat obvious. -1.7 degrees is a lot (over 3/4 in.) Something out at the bottom end could be at fault too allowing the bottom of the wheel to shift out.
