Hey Mike... I have had this problem with my car for a while now and was convinced that it was a vacuum issue. I didn't discover the real problem until I installed a air/fuel meter (for the Turbo) on my car. My O2 sensor wasn't working correctly and was giving eratic readings. This was causing the Frequency valve to run constantly. That caused a high idle and sheety (so very sheety) gas mileage. So a quick test, run your car to operating temp. If your frequency valve is still running, it could possibly be your O2 sensor. Unplug the Frequency valve...if you car idles normally...that's most likely the problem. Hope this helps!
