I never actually had to fix any of these, but couldn't they just be drilled out and replaced with pan head screws? If you wanted to retain them in the metal plate you could put nuts on them secured with loctite. That would turn them into "poor man's" studs. I don't think the height of a nut would be so great as to cause any noticeable misalignemnt of the fascia.
