Mike, The pump isn't supposed to run continuous until the engine starts to turn over and run. Then the RPM relay picks up the pulse from the pulse coil and turns on or supplies the power to the pump. Have you checked the fuel filter screen and the fuel filter. Either one can stop up and lower the fuel pressure. I now have a new fuel filter screen which will eliminate the fuel pump starvation and hopefully the fuel pump noise.
