Virtually all paint strippers are caustic, not acid based as caustic (usually sodium or potassium hydroxide) with toluene, methylene chloride, acetone and they would be better at breaking down the chemical bonds of the paint and more effective at removal. The acid bath (phosphoric usually) would of course be better at cleaning rust and etching the metal once it is paint free. Be very aware of the fumes what ever you use and the potential release of nasty and possible lethal gases.
