The most likely reason for air to be getting past the throttle plates is that the stop screw on the throttle arm is not adjusted properly allowing the plates to be cracked open a little. You might also have a decel valve that is dirty and leaking. They are those little thingies with the springs on the throttle plates. They should move freely and seal tight.
