In my opinion, the car should be classified as British due to the fact that the vast majority of the engineering was done by Lotus (Brits), the role of the gov't in financing, and the location of the factory (controlled by Britain). While a few sub systems on the car are from other countries, the car is very unamerican, from an engineering and layout point of view. Besides, no American company would dream of using Lucas electrics!
