The missing external hose is not your problem. As long as the interior hose is clear and obstructed, condensation will leave the passenger compartment and simply wash over the frame like rain water. You need to determine if your blockage is in the interior hose or in the evaporator housing itself. Should be very simple -- pull the hose off and see if it's clear. Your exterior hose may have been purposefully removed by a PO. Mine was permanently pinched flat between the frame and body (it's made of much softer rubber than the interior hose). Rather than replace it, I opted to drain over the frame.
