Don't forget relay #24 (next to fan fail). That's what otterstat triggers. Remove and jump lines in/out to test. Could also be bad ground from fans. Are grounded to crumple extension, which takes terrible battering from mere elements, even more so road salt. Test for voltage on ground side to see if good.
