Pull the resovoir out and wash it in hot water. You will find that the bottom is covered in slime from 20 years of old washer fluid. You may also have to flush out the hoses and nozzles and pump. Be really gentle with everything and be careful with the screws holding the resovoir up. Sometimes intead of the srews turning the rivnut turns in the fiberglass. Be especially careful with the plastic nozzle on the wiper blade, it cracks easily (don't ask me how I know!).
