The speedometer is a completly mechanical device. Start by raising the front left wheel. Disconnect the speedo cable at the angle drive. Now turn the wheel and watch if the inside of the angle drive turns. If it does the problem is probably the cable from the angle drive to the Lambda counter. If it doesn't then it is either the angle drive or the plastic drive disc that is captured between the rim and the spindle. Remove the tire and inspect. Pay particular attention to the hole in the center of the plastic drive cap. It must be square to turn the square cable. If it is round it won't do that. The cap could also be loose between the rim and spindle. You can wrap it with electrical tape to see if that fixes it.
