The voltmeter is pretty accurate when it is working right. If it is
always on the low side check it with an accurate voltmeter. It could
be that your alternator and-or battery need to be replaced or that you
need to clean up the connections in the binnacle and the main
grounding point inside by the front left tire. If it reads too high
that would indicate a bad voltage regulater inside the alternator.
