Mark, Your correct in the diagnostic you have done. 10 volts on a good battery if ok for the starter to drop down to when trying to crank.If you get the clicks and no start and sometimes it starts fine, If you could look inside the starter you would know why it's not starting all the time. The solenoid is wore out with burned contacts and the starter is dragging. Replace it and all will be fine.
