The first thing that comes to mind would be to check the control pressure regulater aka the warm-up regulater. Make sure all the vacuum hoses are routed correctly and not leaking. You could also have a problem with the thermister that tells the idle ECU to raise the idle when cold. It is hard to get to under the intake but you might be able to see if the plug is attached.
