Irrespective of mileage, the lower conrol arms should be inspected regularly. The original finish on both upper and lower arms is a simple layer of paint. Needless to say 22 years on this is flaking off on many cars and then the dreaded rust sets in. I've recently repainted the arms on my project car, though in the future I'll be removing the bushes and having them powder coated. I've seen some control arms absolutely brown from rust on a sub 10k car and a mere few patches on a 150k+ car.
