Clarification? I believe John is telling you to suck on a hose with your mouth (need a new piece because one to vacuum cut off solenoid is too short). If the diaphragm has a hole, you'll be able to keep sucking breath after breath. If it's good, you'll only get one breath then it'll hold. This same technique works excellent when cap is off -- you can actually see the rotor button move (spark advance diaphragm can be good but disconnected from plate. Don't know about PRV, but older Fords only held on by world's smallest E-clip).
