Classic symptom of a fuel pick-up hose either damaged or not installed properly. The hose goes from the bottom of the pump to the fuel pick-up screen in the bottom of the tank. A hole in the hose or a loose hose will cause this. The fuel pump picks up fuel until the fuel level goes below the pump at which time it picks up air.
