Screws fit into tapered recess on upper air assembly. If you're using automatic idle speed motor, only need to snug male taper on screws against matching female taper on air assembly. As David T pointed out, screw closest to air sensor plate is one that lets air into manual idle circuit. If it's snug, other two (balancing screws driver and passenger side of U pipes) aren't doing a thing. Can't remove of course without creating vacuum leak from outside world. Are sealed with O-rings -- better snug down to avoid vacuum leak from deteriorated rubber.
