I had this exact same problem in Memphis (although it was more erratic). DMC Joe found and fixed two bad grounds, causing a ground fault. He said the tach is one of the first/best warning signs of a grounding problem. Besides fixing the tach problem, my car now runs better than it ever had. There is more power available for all the accessories, and the voltmeter doesn't go nearly as low as it did in an "all-on" state.
