Easy one, much like the tail lights, bad connection at the ground tab. Drill out the center rivet holding the assembly in place, solder the lower (ground) tab to the part it's "leaning" against. Put a screw through the mounting hole you drilled, to fasten the assembly back in place. Positive goes to insulated tab at the top, you're just not getting a proper ground through the lower tab, this'll fix it.
