You probably have a leak in your coolant line, and the coolant leaks on the hot engine or exhaust pipe that causes the sizzling and stuff. The voltage thing and the squeel in the engine compartment could be caused by the alternator belt slipping because it was either wet or not tight or both. When the alternator doesn't cycle you are powered by the battery which when everything is running might give around 9 volts. The first thing to do is find the leak (with a pressure test) when the engine is cold. A shop should be able to so this as a routine. When the leak is fixed, fill the system, bleed the waterpump and go for it. You might want to check the tightness of the different belts. Chances are that the problem is then solved.
