Declan, Your low voltage reading at the dash voltage is an indication of a "voltage drop" somewhere in the electrical system. To correct this problem thoroughly clean the three main ground connections. Follow this by removing and cleaning all of the fuses in the fuse box, it might be easier to just purchase a complete set of fuses. After completing all of the above repeat the voltage tests. Sample the voltage at various components inside the electrical compartment. If all the readings match the alternator reading but the dash voltage is low than you probably have a low reading dash voltmeter.
