If jumping the otterstadt won't start the fans there is DEFINITLY a wiring problem. Check all connections starting with the fuse-relay block. Make sure all of the wiring connectors are securely in position in the relay block. Sometimes the connecters "back out" so when you install the relay they are not making contact with the terminals of the relays.
