The power feed to the rpm relay comes directly from the 12 volt bus (terminal connection for all 12v + wires) located behind the parcel shelf back wall. It is extremely unlikely that there is a problem at the junction. Try this test before you proceed any further. Pull the # 7 fuse and check for 12 volts at the driver side blade. Replace the fuse with a known good fuse, you should now see 12 volts at the solid brown wire at the RPM relay. Let me know your results.
